xtensa: only need ZSR_FLUSH if CONFIG_KERNEL_COHERENCE

The ZSR_FLUSH scratch register is only needed if kconfig
CONFIG_KERNEL_COHERENCE is enabled. So update gen_zsr.py
for that.
