soc: ti: cc23x0: disable .bin generation

The .bin file is huge (>1GB) and will probably not be used by anyone if
there are much smaller alternatives. Because of that, disable it by
default for this soc. There is also no support for generating the
CRC32 checksum for the ccfg section in the binary.
