samples: blink_led: Add support for STM32F412 



The STM32F412 has PWM output capabilities. Add support to the blink_led
samples.

Tested using a Nucleo STM32F412ZG board (PWM output on pin 28 of the
CN11 Morpho connector and pin 29 of the CN10 Zio connector).
