drivers/uart: introduce SERIAL_SUPPORT_ASYNC option

Not all serial drivers support ASYNC operation and if they do,
they might not support it on every SoC.

Add the SERIAL_SUPPORT_ASYNC option to indicate ASYNC operation
is availiable.
