ext: hal: altera: Add basic infrastructure to enable HAL drivers

Add the basic infrastructure like driver <-> IRQ mapping table
and ZEPHYR_RTOS compile time flag which are neccessary to make
use the HAL drivers from Zephyr shim drivers.
