qmsi: gpio: quark_se_ss: Use locking mechanism to guard critical regions.

This will allow the driver API to be safe for concurrent invocation
from fibers and task.

The machanism is by default disabled. To enable it, the following
flag needs to be defined:

CONFIG_GPIO_QMSI_SS_API_REENTRANCY
