Bluetooth: controller: Fix data PDU leak during ctrl PDU defer

Fix a bug where in tx data PDU enqueued, while a ctrl PDU is
deferred due to Encryption setup being in progress, is
leaked causing HCI Tx Buffer Overflow crash.
