scripts: ci: check_compliance.py: add BOOT_SERIAL_UART to ALLOWLIST

Add Kconfig option BOOT_SERIAL_UART, defined in the MCUboot module but
needed to be used in tests, to the UNDEF_KCONFIG_ALLOWLIST.
