net: Remove deprecated CONFIG_NET_TCP_ACK_TIMEOUT option 



Use CONFIG_NET_TCP_INIT_RETRANSMISSION_TIMEOUT and
CONFIG_NET_TCP_RETRY_COUNT to control the total timeout at the TCP
level.
