Bluetooth: Shell: Add support for sending sine tone with the audio shell

added `audio start_sine` and `audio stop_sine` to start/stop
sending an LC3 encoded sine tone.

This code is heavily inspired from the sine tone implementation
from the unicast_client sample implementation.
