boot_serial: Switch to MCUBOOT_ERASE_PROGRESSIVELY 



The code switches conditional compilation of progressive erase
code from Zephyr specific CONFIG_ option to more platform
agnostic MCUBOOT_ERASE_PROGRESSIVELY.
