stm32cube: update stm32f1xx cube version

Update Cube version for STM32F1XX series
from version: V1.6.1
to version: V1.7.0

This package contains new CAN API. Since Zephyr driver still
uses the (now) Legacy CAN API, deactivate new API and enable
CAN Legacy API.
