stm32cube: update stm32f0xx cube version

Update Cube version for STM32F0XX series
from version: V1.9.0
to version: V1.10.1

This package contains new CAN API. Since Zephyr driver still
uses the (now) Legacy CAN API, deactivate new API and enable
CAN Legacy API.
