ext: hal: stm32f1x and stm32f4x: disable i2c HAL

Enabling the HAL and the LL flags duplicate definitions when
compiling in driver.

Since the i2c HAL is not needed, disable it.
This is a HAL issue that needs to be addressed (not zephyr)
