教学目标 Course Objectives
政治学是社会科学研究领域的基础学科。科学认识与把握政治学发展的理论脉络，对于我们深入了解与研究现代政治
的基本原理有不可替代的作用。因此，政治学概论是全国高校的基本课程之一，也是政治学专业的必修课。
本课程以课堂讲授为主，辅之以小组讨论，使学生们通过学习初步了解现代政治学基本概念和理论，理解现代政治运
作的体制机制，为进一步学习政治学专业理论，科学认识政治学科发展的理论逻辑和实践逻辑奠定基础，同时对不同专业
的学生深入理解中国政治学发展的来龙去脉，同时把握中国政治生活的基本面向，培养学生科学认识、分析现实问题的能
力。
Politics is a fundamental subject in social sciences. A scientific and systematic understanding of the development of
politics is significant for the students to study the basic principle of modern politics. This course mainly focuses on
introducing the fundamental concepts and theories of modern politics , understanding the system and mechanism of
political operation as well as presenting Chinese politics context. Classes are mainly conducted through lectures and
discussions.
Participation in this course will enable students to learn the most basic concepts and theories of modern politics .
They will be able to comprehend the system and mechanism of political operation, grasp the political trend of the nation,
and also, develop a scientific and critical view on the reality of recent world.

通过本课程学习使学生初步了解现代政治学基本概念和理论，理解现代政治运作的体制机制，把握中国政治生活的基
本面向，提高学生科学认识、分析现实问题的能力。
Upon the successful completion of this course, students will learn the most fundamental concepts and theories
modern politics. They will be able to comprehend the system and mechanism of political operation, grasp the political
trend of the nation, and also, develop a scientific and critical view on the reality of recent world.

本课程 4 学时/讲，共 32 学时
第一讲：政治的性质与政治学研究（1-2 周）
教学内容：如何理解政治、政治学的核心概念与核心问题、政治学研究方法与学科特点；研究方法：政治学研究的历史维
度与逻辑维度，中国政治学研究现状简评。
第二讲：国家和超国家政治（3-4 周）
教学内容：人类政治共同体从城邦、家国到民族国家的发展历程；国家的形式；现代国家建设的路径，国家与社会的关
系，民族国家面临的挑战。
第三讲：代议制民主（5-6 周）
教学内容：现代民主政治的基本规则，议会与现代民主制度，议会的结构和内部组织、议会的职权，现代议会制度类型。
第四讲：政府行政（7-8 周）
教学内容：现代行政体制的类型、行政权的来源和发展途径，行政领导机关，行政与代议制度的关系、行政管理机构。
第五讲：司法机关（9-10 周）
教学内容：司法权的意义和特点，现代民主与法治的关系，现代法律体系，司法机关的设置，违宪审查。
第六讲：武装力量（11-12 周）
教学内容：武装力量及其特征，武装力量在国家政治设置中的地位，武装力量在主权国家内的政治功能、武装力量在国际
政治中的作用。
第七讲：意识形态：价值与文化（13-14 周）
教学内容：意识形态的起源与背景、意识形态的概念及理论变迁、意识形态的功能；意识形态的“终结”还是意识形态的“回
复”。
第八讲：政治学与中国政治发展（15-16 周）
教学内容：中国政治学的来龙去脉，中国国家建设的特殊性、党建与中国现代国家建设。
